In May 2014 BPS were appointed to undertake a range of specialist electronic protection systems for this project which included Fire Alarm, Disabled Refuge Alarm, TCP/IP CCTV, Access Control, Panic Attack & Intruder Alarm Systems and TCP/IP Entrance In- tercoms.

Building Protection Systems have been providing Integrated Fire & Security Services to the South Eastern Health & Social Care Trust for many years. In particular at the Ulster Hospital Site, BPS have undertaken all Phase B1 Developments including 1. Critical Care Unit, 2. Terraced Car Park & Se- curity Control Centre, 3. New Ma- ternity Facility, 4. New Renal Fa- cility, 5. Refurbishment of Care of the Elderly Buildings.

This £108M Generic Ward Block project is the first of two major builds on the site, with the second to follow - a new £104M Acute Services Block.

Completion of the Generic Ward Block is scheduled for August 2016, and Part Two, Acute Ser- vices Block scheduled for completion Summer 2018.

The successful Main Contractor for Phase B, a Joint Venture Partnership between Graham Bam employed BVJV, also a joint venture partnership between Blackbourne Integrated M&E Services and Vaughan Engineering to undertake the Mechanical & Electrical Ser- vices. Blackbourne in turn appoint- ed BPS to undertake a complete turn-key packaged service in- cluding responsibilities for Design, Cabling & Installation, Commissioning, Staff Training, & Final Project Verification.

Progress is well advanced on site. BPS have already undertaken the cabling installation for the Fie Alarm, Disabled Refuge, & Security Systems in large sections ofLevels1,3,4,5,&6.Levels2 & 7 are now ready to commence.

The Fire Detection & Alarm System is a Site-Wide networked multi-panel arrangement, complying with BS5839-1 Type ‘L1’ & HTM 0503, to ensure that Cause & Effect Scenarios can be programmed to facilitate both this building and the site-wide pre-determined Hospital Evacuation Plan. The system reports to a Trust-Wide Alarm Management System supported by a multi-site server arrangement.

The Intruder/Panic Alarm is being installed as a Grade 3 system within Pharmacy using antimask detectors and Grade 3 signalling due to the sensitivity surrounding the storage of controlled drugs. Other areas report on a Grade-2-basis to a managed site-wide response plan.

Access Control is being installed to over 150+ doors, that will provide security for sensitive and staff only areas. Each staff member will carry a site coded card with unique identification recorded in the system database. Times of access can be determined for each door protected, with the ability to produce reports of user activity and a live review of staff members in the building. The system will be fully networked to the Site-Wide & TrustWide Infrastructure, & will comply with the Trust ‘Single-Card’ Policy.

The CCTV system requirement was to provide high quality 720p & 1080p images from cameras internally & externally recorded by a series of local network video recorders, integrated onto the site-wide & trustwide network. An upgrade of existing Security Control Centre CCTV Management Systems is also incorporated in the system design.

A Virtual Matrix will be created which will allow migration of the older Analogue CCTV Systems within the site to be integrated onto the new State of the Art TCP/IP ‘Front-End’ network solution. This system is designed to ‘Future Proof’ the site as other areas of the site are developed including the new Acute Services Block.

The Ulster Hospital is the Acute Services Centre for the whole of the South Eastern Health & Social Care Trust. The Security Control Centre manages alarm events & CCTV Images from not only their own site area, but also Downe Hospital, Lagan Valley Hospital, and Ards & Bangor Hospitals also, if required.
